Winter is the best time to visit Agra, but fog can hide the Taj at dawn. Here is how to plan around it, and what else to see.

November to February is the comfortable season for Agra. Days are mild and the summer heat is gone, but winter mornings can bring thick fog that hides the monuments completely.
The Taj Mahal
Sunrise is the classic time to visit, but in the foggiest weeks of December and January the view can be poor. Leave some flexibility, and consider a second visit later in the morning when the mist lifts.
